General details

This Directive is issued to all Licensed Elevating Devices Contractors to clarify requirements 25 of the EDSR regarding Submission and Filing of Technical Information Documents for minor or major alteration of an existing elevating device.

Specific details

This Directive is effective on September 30, 2011.

As per requirement 25 (1) of the EDSR before the installation of a major or minor alteration of an existing elevating device may begin, a technical information package for the elevating device must be submitted to, and filed with, the provincial safety manager in the required form. Installation may not begin until a Design Registration Installation Permit has been issued.

Definitions:

Alteration: any change to equipment, including its parts, components, and/or subsystems, other than maintenance, repair, or replacement.

Replacement: the substitution of a device or component and/or subsystems, in its entirety, with a unit that is basically the same as the original for the purpose of ensuring performance in accordance with applicable Code requirements (see CSA B44-07 8.6.12.5 where replacement of specific components constitutes an alteration).

For Major Alterations:

  1. The technical information package submitted under subsection (1) must include the seal of a BC professional engineer approving the design drawings and specifications for a major alteration to an existing elevating device, and the professional engineer must verify the accuracy of the contents of the technical information package.
  2. Also as per requirement 12 (1) (b) of the EDSR a licensed elevating device contractor must ensure that an elevating device undergoes an acceptance inspection by a safety officer when the elevating device has undergone a major alteration prior to the device returning to service. In order to assist contractors in defining major alterations a list has been attached to this directive (Table A).

For Minor Alterations:

A) As per the EDSR definitions "minor alteration" means an alteration to an elevating device that is not a "major alteration". Therefore all alterations that do not fall under the list of major alterations will be considered a minor alteration. Table B lists the minor alterations that will require inspection.
