Topic:

This information bulletin is being issued to clarify the maintenance and reporting requirements by licensed elevating device contractors.

General Details

The specific requirements outlined in the Elevating Devices Safety Regulation (EDSR), in section 8.6 of the A17.1/ B44-2016 code and Appendix B of the CSA B355-09 code, address maintenance and testing requirements and how maintenance records are to be kept for regulated elevating devices.

This bulletin also provides details on how specific maintenance items are to be reported to Technical Safety BC.

Effective dates:

On April 30, 2020, any elevating devices being maintained in accordance to the CSA B355-09 code shall comply with part 6 of this bulletin.

After April 30, 2020, elevating devices which are being maintained in accordance with section 8.6 of the A17.1/ B44-2016 code shall comply with the requirements stated in parts 1 through 5 of this bulletin.

For elevating devices maintained in accordance with the B44.2-07, they shall continue to comply with the Mandatory Maintenance directive D-L4 101125 4. Please note that all elevating devices must be maintained in accordance with A17.1/ B44-2016 section 8.6 no later than September 30, 2021.

  1. Maintenance and Testing of Electric Elevators

Maintenance and testing of electric elevators shall comply with the requirements of the A17.1/B44-2016 code, sections 8.6.1 through 8.6.4, and section 8.6.11 as applicable.

  1. Maintenance and Testing of Hydraulic Elevators

Maintenance and testing of hydraulic elevators shall comply with the requirements of the A17.1/B44-2016 code, sections 8.6.1 through 8.6.3, and the applicable requirements of sections 8.6.4, 8.6.5, and 8.6.11 as applicable.

  1. Maintenance and testing of Special Application Elevators

Maintenance and testing of special application elevators where adopted by the elevating devices safety regulation shall comply with the requirements of the A17.1/B44-2016, code sections 8.6.1 through 8.6.3 and the applicable requirements of section 8.6. 

  1. Maintenance and Testing of Escalators & Moving Walks

Maintenance and Testing of Escalators & Moving Walks shall comply with the requirements of the A17.1/ B44-2016 code 8.6.1 through 8.6.3, 8.6.8, 8.6.9, and 8.6.11 as applicable.

  1. Maintenance and Testing of Dumbwaiters and Material Lifts

Maintenance and testing of dumbwaiters and material lifts, where adopted by the EDSR, shall comply with the requirements of the A17.1/B44-2016 code, sections 8.6.1 through 8.6.3, and the applicable requirements of section 8.6. 

  1. Maintenance and Testing of Lifts for Persons with Physical Disabilities

Maintenance and testing of lifts for persons with physical disabilities must comply with the requirement of the CSA B355-09 code, appendix B.

  1. Maintenance and Periodic Test Records

    1. For elevating devices being maintained in accordance with the A17.1/B44-2016 code, all maintenance records shall comply with the requirements of section 8.6.1.4 of the A17.1/B44-2016 code, except as modified by the EDSR.
       

      All periodic test records shall comply with the A17.1/B44-2016 code, section 8.6.1.7.2, except as modified by the Elevating Devices Safety Regulation.
      All maintenance and periodic tests completed shall be updated in the log books accordingly and shall be available to authorized personnel.

    2. For elevating devices which continue to be maintained in accordance with the CSA B44.2-07, all maintenance records shall comply with the Mandatory Maintenance directive D-L4 101125 4, Part 3, except all elevating device maintenance and periodic test records shall be maintained in accordance with A17.1/B44-2016, section 8.6.1.4 and 8.6.1.7.2 no later than September 30, 2021.
       
  2. Reporting requirements

Periodic tests shall be reported annually using the excel spreadsheet included as part the requirements of the Annual Contractor Reporting Directive D-ED 2020-02.
