This bulletin is issued to provide information regarding the responsibilities of Field Safety Representatives and how BC Safety Authority includes Field Safety Representatives in delivering our public safety program.

On April 1, 2004, under the Safety Standards Act and regulations, the class of Field Safety Representative was introduced. This certificate class replaced the previous Registered Representative and Accredited Representative classes of certification following a two-year transition period that ended on April 1, 2006. 

The role of the Field Safety Representative is an essential requirement in the delivery of our safety program.  The Safety Manager relies on the competence of these individuals when authorized to make declarations of compliance for regulated work.  Part 5 of the Safety Standards’ General Regulation refers to the duties of a Field Safety Representative.

Field Safety Representatives are required to provide evidence of appropriate training and experience and to pass an examination to prove competence before being issued a certificate of qualification.

Monitoring performance
The performance of Field Safety Representatives is monitored by authorities having jurisdiction and this data is recorded by BC Safety Authority.  The Provincial Safety Manager reviews the performance of Field Safety Representatives when prompted by our risk-based system, or upon a specific request by a Safety Officer, or Local Safety Manager.  The Safety Standards Act provides the Provincial Safety Manager with the authority to require further training and examination and also to suspend or revoke a Certificate of Qualification.
