Technical Safety BC conducts assessments, including physical inspections, of regulated equipment to confirm that owners are taking measures to ensure compliance with Regulations and the Safety Standards Act. Often, the contractor who holds the permit is also expected to perform these inspections and safety officers step in when their expertise is needed.

Resource Allocation Program (RAP)

Technical Safety BC issues permits to contractors. We then assess activity associated with these permits using a rating program, known as the Resource Allocation Program (RAP). RAP uses risk-informed criteria to establish work priorities and to help allocate resources. Not every job we issue a permit for will be physically inspected by a safety officer. RAP uses current and historical data which is based on the scope and stage of work being performed, equipment environment and safety history.

RAP takes various risk factors into consideration to prioritize inspection and assessment activity. The risk factors include:

  • The compliance record of the certified individual, based on previously completed work.
  • Records of work completed by certified individuals through hazards assessments based on “as found conditions” of previously completed installations.
  • History of physical assessment (i.e., when work completed was last inspected by Technical Safety BC)
  • The type of facility where the regulated work was performed.
  • Type and age of regulated equipment installed.

A good safety record does not necessarily mean that you will not see a safety officer. Random checks and the interval since the last physical assessment are also factored into the RAP. If you have any questions regarding the assessment or inspection process, please contact us.
