This Directive is being issued by a provincial safety manager pursuant to section 30 of the Safety Standards Act.
General details
This Directive is issued to all Licensed Elevating Devices Contractors to clarify requirements 39.1 of the EDSR regarding Glass in Elevator Cars, in Hoistway Doors and for the construction of Hoistway Enclosures of Lifts for Persons with Physical Disabilities. The Elevating Devices Safety Regulations and the applicable glass standards specify the Type and Markings required for all installations.
Specific details
This is to express the Code requirement.
- Types of glass
Laminated glass, safety glass, or safety plastic where used shall comply with CAN/CGSB-12.1, CAN/CGSB-12.11, or CAN/CGSB-12.12; whichever is applicable.
- Markings on Glass
Markings as specified in the applicable standard shall be on each separate piece of glass and shall remain visible after installation.
- Safety Code referenced Standards specify the categories and markings as follows:
CAN/CGSB-12.1-M90 Tempered or Laminated Glass
- 3.1.3 Categories
Category I – Safety glass subjected to impact at drop height of 460mm (205 J kinetic energy) having glass area of 0.8 m2 or less.
Category II – Safety glass subjected to impact at drop height of 1220 mm (540 J kinetic energy) having glass area greater than 0.8 m2.
- 5.5 Product Marking – After having successfully met the requirements of this standard, like products of the same nominal thickness produced in the same manner as the specimens which conform, shall be legibly and permanently marked with the manufacturer’s name and/or trademarks, and the characters “CAN/CGSB-12.1-M” if the product meets the requirements of the standard for both Categories I & II, or the characters “CAN/CGSB-12.1-M-1” if the product meets the requirements of the standard for Category I only.
The CAN/CGSB- 12.11 - M90 Wired Safety Glass
This standard does not address product marking requirements. CAN/CGSB-12.12 - M90 Plastic Glazing Sheets

Products that meet the requirement for resistance to aging (par 5.4), but not resistance to weathering (par 5.3) shall be marked “Indoor Use Only.”
CAN/CGSB-12.5 Mirrors, silvered
The Canadian General Standards Board (CGSB) withdrew the standard in May 2004 as the standard is no longer in compliance with National Standard of Canada requirements as established by the Standards Council of Canada (SCC). This standard has not been updated since it was published in August 1986 and CGSB has no current alternative to the withdrawn standard.
In the interim, until a new National Standard is adopted, Mirror Glass shall be acceptable for installation if equivalency to CAN/CGSB-12.1-M90 Tempered or Laminated Glass is demonstrated. The mirror glass must comply in regards to the testing and markings as specified in the standard. It must also comply with the fire rating requirements for flame spread and smoke as specified in CSA B355 Lifts for persons with physical disabilities and applicable building codes.
