Information Bulletin: Amendments to elevating regulatory tools: safety orders, directives and bulletins

Topic: Amendments to Safety Orders, Directives and Information Bulletins

As a result of the recent amendments to the elevating devices safety regulation, all impacted safety orders, directives, and information bulletins were reviewed for consistency with the updated Elevating Devices Safety Regulation and A17.1/B44-2016 code. Various directives and information bulletins have been rescinded or are no longer applicable. Please review the latest regulatory tools in effect on our website.

Effective May 1, 2020:

The following safety orders, directives and information bulletins have been revised:

1. Escalator and moving walk brake and start-up requirements (SO-ED 2018-01 Rev.1)
2. ThyssenKrupp northern elevators traction sheave (sheave jammer) maintenance (SO-ED 2012-01 Rev.1)
3. Elevating devices contractors mandatory maintenance unit list submission requirements (D-L4 100222 1) and is replaced with Annual Contractor Reporting Directive D-ED 2020-01
4. Major and minor alterations (D-L4 110803 5 Rev.5)
5. Periodic test declarations (D-L4 110303 2) replaced with Information Bulletin – Maintenance and testing requirements (IB-ED 2020-02)
6. Mandatory requirements for elevator updating or modernization of motion and operational control (D-L4 100311 2) has been re-issued as a safety order and re-named Mandatory requirements for the alteration of motion control or operation control (SO-ED 2020-01).
7. Elevating devices internal cab modernization (B-L4 110803 4 Rev.1) has been updated and renamed to Elevating Devices Car Alterations
8. Driving machine brake electric elevators (SO-L1 110225 4 Rev.1)

Effective until October 31, 2020:

The following safety orders, directives, and information bulletins will remain in effect based upon the code which the installation permit was submitted under:

1. Major and minor alterations (D-L4 110803 5 R4)
2. Mandatory requirements for elevator updating or modernization of motion and operational control (D-L4 100311 2)
3. Elevating devices internal cab modernization (B-L4 110803 4)

Effective until September 30, 2021:

The following safety orders, directives and information bulletins will remain in effect until the elevating device is maintained under the provisions of the A17.1/B44-2016 code, section 8.6 (maintenance control program):

1. Mandatory Maintenance (D-L4 101125 4)
2. Driving Machine Brake – Electric elevators (SO-L1 110225 4)
3. ThyssenKrupp northern elevators traction sheave (sheave jammer) maintenance (SO-ED 2012-01)
4. Escalator and moving walk brake and start-up requirements (SO-ED 2018-01)

Please note that all devices must be in full compliance with the A17.1/B44-2016 code by September 30, 2021. 

Note: The forms associated with these revised regulatory tools may be newly created or revised. Please obtain all required forms from Technical Safety BC’s website in order to use the most up-to-date version as indicated within the regulatory tool.
