Topic:

This bulletin is being issued to all Passenger Ropeways owners to clarify the specific changes related to obtaining the passenger ropeway trainer certificate of qualification as required by section 4 of the Elevating Devices Safety Regulation.

General Details:

A Passenger Ropeways Trainer is an individual who:

• has obtained relevant operational experience on passenger ropeways and/or passenger conveyors; and

• is authorized by Technical Safety BC, through the issuance of a Passenger Ropeway Trainer Certificate of Qualification, to provide training to passenger ropeway attendants and operators.

The authority of a Passenger Ropeways Trainer is limited to the specific ropeway types identified on the trainer’s Certificate of Qualification.

Any individual who provides training to passenger ropeway attendants or operators must hold a valid Passenger Ropeway Trainer Certificate of Qualification issued by Technical Safety BC.

Part A - Education, Training, and Experience:

Individuals applying for a Passenger Ropeway Trainer Certificate of Qualification must complete the required education and training and provide documentation of their operational experience.

Acceptable Experience:

Applicants are expected to demonstrate:

• A minimum of one operating season of experience working as a passenger ropeway operator; and

• Experience details, including:

o Ropeway type(s) operated; and

o Duration of operational experience for each ropeway type.

Note: If a current certificate holder wishes to update the scope of their certificate to train individuals on ropeway types not listed on their current certificate, the certificate holder must submit supporting documentation outlining their additional work experience. Individuals can review their scope within their certificate letter.

Acceptable Education:

The following education and

  1. Lift 150 Train the Trainer course offered by Selkirk College.; and
  2. Online Passenger Ropeways Act, Regulation, and Directives (ARD) course offered by Technical Safety BC.

Part B - Application requirements:

To apply for your Passenger Ropeways trainer certification, follow these steps:

1. Complete all required education and training.
2. Log in to your Online Services account and follow the steps. Don’t have an account?

3. Submit your LIFT 150 – Recognition of Completion from Selkirk College (or equivalent)
4. Submit your Record of Completion from Technical Safety BC’s online Passenger Ropeways and Passenger Conveyors: Act & Regulations course.
5. Provide detailed documentation of operational work experience as a passenger ropeway attendant or operator, including: (a) ropeway area(s) of work experience; (b) duration of operational experience; (c) types of ropeways operated. Note: Certificate holders are limited to training individuals on ropeway types for which they have documented attendant or operator experience.
6. Submit application and pay the required fee. Technical Safety BC will contact you if review of your application is required.
7. A certificate letter and a wallet card will be issued to you.

 

Part C - Regulatory Requirements:

 

Safety Standards General Regulation (SSGR)

Part 1 — Certificates of Qualification and Contractors' Licences

Division 1 — Certificates of Qualification

Section 2 — Requirements for certificate of qualification

An applicant for a certificate of qualification must pay any required fees and, subject to discipline-specific regulations: (a) provide proof, acceptable to a provincial safety manager, of the applicant’s relevant training and work experience; and (b) pass any required examination.

Elevating Devices Safety Regulation:

Part 1 – General Qualification and Licensing Provisions

Division 1 – Individuals Who May Do Regulated Work

Section 3.1(2) — An individual must not do regulated work as an attendant or operator of a passenger ropeway unless the individual:

(a) holds a certificate of qualification for the type of ropeway to be operated;

or

(b) has been trained by an individual who holds such a certificate.

Division 2 – Certificate of Qualification for Passenger Ropeways

Section 4 — Passenger ropeway trainer certificate of qualification

(0.1) An application or renewal must include proof, acceptable to a provincial safety manager, that the applicant has successfully completed a training program

that:

(i) is administered by an educational body; and

(ii) is relevant to the regulated work to be performed and to the types of passenger ropeways to which the certificate applies.

(2) A holder of a valid Passenger Ropeway Trainer Certificate of Qualification may train individuals to do regulated work as attendants or operators on the types of passenger ropeways named on their certificate.
