Stationary Engine - Generator - Turbine Permit Requirements

Scope

This information bulletin clarifies gas permitting requirements when installing an internal combustion engine, turbine, or any other prime mover in BC.

Definitions

Appliance - means a regulated product that converts gas into energy and includes any valves, controls, fittings, and components attached to or connected to it or intended to be attached to or connected to it.

Engine - a device that performs mechanical work that is used to operate other machinery and equipment.

Gas - means any of the following:

(a) natural gas, manufactured gas, liquefied petroleum gas, digester   gas, landfill gas, biogas or a mixture or dilution of any of them;

 (b) hydrogen.

Details

Effective October 1, 2023, the amendments outlined in Appendix 2 of Ministerial Order M191 came into effect. This change removed the exemption for gas fired stationary engines, generators and turbines unless otherwise approved under the Motor Vehicle Safety Act.

In areas under Technical Safety BC’s jurisdiction a gas fired stationary engine, turbine or any other prime mover must be listed on a gas installation permit as an appliance in accordance with the current gas fee schedule. For gas permitting requirements outside of Technical Safety BC’s jurisdiction, check with the appropriate local government.    

All stationary engines, turbines and prime movers under the Safety Standards Act will be required to bear a certification or approval mark in accordance with the Certification and Approval Mark for Gas Appliances in BC Directive.
