This safety order is being issued pursuant to section 31 of the Safety Standards Act. A person affected by this safety order may appeal this order, in writing, to the Safety Standards Appeal Board in accordance with Section 51 of the Safety Standards Act. It is an offence under section 72 not to comply with a safety order.
Part 1: Details of regulated work or regulated product
This safety order is being issued in relation to regulated products – specifically Big Eli Wheels, Scramblers and Little Wheels manufactured by Eli Bridge Co.
Part 2: Requirement(s) of this safety order
The British Columbia Safety Authority is requiring that all Amusement Device contractors who currently operate Eli Bridge Co. Big Eli Wheels, Scramblers and Little Wheels install manufacturer-approved seat belts. An increased number of patrons coming out of their seats on these devices has prompted the manufacturer to issue a Safety Alert with a strong recommendation to install seat belts in order to prevent this type of occurrence on these devices. Eli Bridge Co. states that no reports of patrons coming out of their seats have been received on devices that currently have seat belts installed; therefore, the BCSA is making this recommendation mandatory.

Part 3: Details of issue (if applicable)
Effective March 31, 2008, the BCSA requires that all Eli Bridge Co. Big Eli Wheels, Scramblers and Little Wheels have seat belts installed in all passenger carrying units on these devices. The attached response form must be completed and sent to the Provincial Safety Manager no later than the above effective date.
