Crown Villa Mobile Home Park Statement: Power Disconnected Due to Unaddressed Electrical Hazards (April 10, 2026)
Vancouver, BC (April 10, 2026) Technical Safety BC made the difficult but necessary decision to disconnect power to the Crown Villa Mobile Home Park in Vernon, BC. This critical safety enforcement action comes as a direct result of ongoing and severe electrical hazards that the property owner has repeatedly failed to address, despite multiple warnings and legal orders. These hazards posed an immediate risk of electrical shock and fire, which could cause serious injury or death.
Our hearts go out to the residents of Crown Villa. We understand the profound stress and hardship this situation is causing, and we want to assure the community that this action was not taken lightly. Our primary responsibility as the safety regulator is to protect people in British Columbia from serious risks associated with technical systems.
Technical Safety BC first identified critical electrical hazards at Crown Villa in April 2021. Since then, we have issued multiple legal orders, consistently directing the owner to correct these serious hazards. Despite ample opportunity and clear deadlines, the owner has consistently failed to make the required repairs, resulting in further deterioration of the electrical equipment posing greater safety risks. On December 16, 2025, a comprehensive Safety Order was issued, legally mandating the correction of all outstanding electrical issues by April 10, 2026. This order explicitly stated that failure to comply would result in the site's power being disconnected. Key milestones, such as hiring a licensed electrical contractor and obtaining necessary permits by January 9, 2026, were also included. The owner failed to meet this initial deadline, resulting in Technical Safety BC issuing a daily monetary penalty of $500, which reached its maximum of $36,000 on April 8, 2026.
While we are aware of recent media reports about potential repair offers, as of today’s deadline, no evidence has been provided by the owner to demonstrate that any of the required steps have been taken.
In British Columbia, property owners are legally responsible for maintaining a safe site and ensuring all electrical hazards are corrected, regardless of the housing designation or financial capacity. Our standards for safety do not change based on income or housing situation; all people in British Columbia deserve access to a safe environment.
We recognize the immense impact this will have on the residents of Crown Villa. We have proactively worked to keep tenants informed through regular communication, most recently on March 27, 2026, detailing the intent to shut off power, the owner’s continued non-compliance, and the significant safety risks. We have also been in ongoing contact with the City of Vernon and the Ministry of Housing to obtain information about emergency housing and shelters that may be available. These resources have been shared with residents. We encourage residents to contact the BC Residential Tenancy Branch for information on their rights and additional support.
Power to the site will remain disconnected until a licensed electrical contractor completes all required repairs, obtains the necessary permits, and Technical Safety BC verifies the electrical system's safety. Our goal is to continue to work with the owner to bring the electrical equipment into compliance. We sincerely hope the owner will take immediate and decisive action to complete the necessary repairs, so power can be restored as quickly as possible for the residents.
