Class RE FSR


A Class RE (Refrigeration) FSR certificate of qualification entitles the holder to act as a Field Safety Representative (FSR) and:

  • make declarations on behalf of their employer for regulated electrical work only with respect to electrical installations in which the voltage of the completed installation does not exceed 750 volts for the following installations: circuits for refrigeration equipment, air-conditioning units, heat pumps and chillers;
  • fabricate, install, alter, repair, or service any system used for cooling and/or heating (i.e., heat pumps) in closed systems that contain a refrigeration or a brine and thermoelectric cooling; 
  • piping, controls and electrical work usually performed by a journeyperson; and
  • branch circuit wiring from existing enclosures containing overcurrent devices.

Scope of work NOT included under this certificate:

  • electrical work on fire alarm Systems.
  • electrical work in hazardous locations.

To Book an Exam

  1. Complete the following application form online.
  2. Upload:
    -  appropriate documentation when prompted.
    -  scanned original copies of prerequisite documentation (see below for Prerequisites information). Notarized copies will also be accepted.
  3. Make payment when you receive a call from a client service representative.
    Note: Only applicants who have submitted complete documentation and have passed the review are eligible for the exam. Candidates found ineligible will receive a letter notifying them of any missing requirements from Technical Safety BC.
  4. Exam request dates can be made during fee payment. Based on availability, exam dates can be scheduled 15-business days from the time of payment.
  5. Successful candidates will receive exam confirmation letter by mail or email, as per preference. If you have not received your confirmation letter a week prior to your tentatively scheduled date, please contact Technical Safety BC at 1 866 566 7233.

Exam Information

The exam takes 2.5 hours. It is open book with multiple choice questions. Applicants must achieve a minimum grade of 70% to qualify. Please review our Terms and Conditions before submitting your application.

Certification Renewal

All electrical FSR certificates must be renewed every three years. Learn more about renewing your FSR certificate.


You should hold one of the following qualifications: 

  • Canadian Interprovincial Standards Qualification ‘IPSE’ Certificate in the trade of Refrigeration and Air Conditioning Mechanic (Refrigeration Mechanic); or
  • Canadian Interprovincial Standards Qualification ‘IPSE’ Certificate in the trade of Electrical; or
  • BC Certificate of Qualification in the Trade of Refrigeration Mechanic. Exemption certification in the Trade of Refrigeration Mechanic (REX); or
  • Copy of the interprovincial certification (Red Seal) is required if candidate is qualified from another Canadian province.

  1. Current Canadian Electrical Code Part 1, as adopted in BC by the Electrical Safety Regulations. Sections :  0, 2, 4, 6, 8, 10, 12, 14, 16, 18 (ammonia), 20, 22, 26, 28, 62.
  2. Current version of the CSA errata
